Megaproject Watch: U.S. to Turn Ex-Uranium Plant into Self-Powered 10-Gigawatt Data Center

The U.S. government will help transform an old uranium enrichment complex in Ohio into a massive data center campus; complete with billions of dollars in power-generation.

On March 20, the U.S. Department of Energy (DOE) and Department of Commerce announced a partnership with Japan’s SoftBank and power provider AEP Ohio to redevelop the Portsmouth Site in Piketon. The site is on federally owned land.

SB Energy, an offshoot of SoftBank, will handle the build of 10 gigawatts (GW) of new power generation, including 9.2 GW of natural gas, to serve the planned 10 GW data center development.

How much will it cost to complete the upgrades at the old Portsmouth Site?

According to the DOE, the project is anchored by $33.3 billion in SoftBank funding for the natural gas portion, and an additional $4.2 billion in upgrades in new lines and power transmission in the southern Ohio area. That’s where AEP Ohio’s part comes into play. Announced under the Trump administration’s
"Ratepayer Protection Pledge,” federal officials and partners say final costs related to this project will not be passed on to residential customers through higher rates.

How big is the old Portsmouth Site?

The Portsmouth Site spans more than 3,700 acres, including the former Portsmouth Gaseous Diffusion Plant, and hundreds of smaller buildings, surrounded by a seven‑mile perimeter road. More than 2,200 workers are currently working on site, performing ongoing demolition, disposal, and remediation activities.

What will the new data center and power-generating campus be called?

When all is said and done, the site will be renamed the PORTS Technology Campus. Once online, officials say the data center will support AI and national security needs, while creating thousands of new jobs, and adding more power to southern Ohio’s electrical grid. Federal authorities say that additional power will translate into lower utility costs for those living nearby.

Construction is expected to begin later this year.
