The Ballad Hotel, a 10-story, 230,000-square-foot project, is set to begin construction in December 2025, bringing new amenities to downtown Clearwater.
The project will feature 158 hotel rooms, 21,000 square feet of retail space, a rooftop bar, and parking facilities.
The Ballad Hotel will sit on the former Harborview Center site, transforming a long-vacant downtown property into a modern hospitality and retail destination along Clearwater’s waterfront.
Construction on The Ballad Hotel, a 10-story, 230,000-square-foot hospitality project, is scheduled to begin in December 2025 in downtown Clearwater, according to local officials.
The nonresidential construction project aims to expand lodging and retail options in the city’s core, supporting Clearwater’s goal of building a connected destination from bay to beach.
Located at 50 N Osceola Ave., about a 45-minute drive from Tampa, the 158-room Ballad Hotel, also known as Harborview Clearwater, will include approximately 21,000 square feet of ground-floor retail space for restaurants and shops.

The top floor will feature a kitchen, bar, dining area, and meeting rooms. Plans also call for a rooftop bar and 169 parking spaces.
The site previously housed the Harborview Center, a community venue demolished in 2019 after years of vacancy. Clearwater voters approved the $9.3 million sale of the property in 2022, paving the way for redevelopment and renewed economic activity in downtown Clearwater.
Once complete, The Ballad Hotel is anticipated to provide modern accommodations for visitors attending conferences, events, and waterfront activities, thereby closing a lodging gap in downtown Clearwater.
December 2025: Construction Breaks Ground
Mid-2027: Hotel and Restaurant Grand Opening
Construction will take place at 320 Cleveland Street and 50 N. Osceola Avenue, with retail space located at 40 N. Osceola Avenue.

The Ballad Hotel will be built by general contractor KAST Construction, developed by The DeNunzio Group, and designed by Behar Peteranecz Architecture | Interiors. Thorton Tomasetti will handle structural engineering.
