Project Stress Index Eases in February as Bid-Date Delays and On-Hold Activity Drops

The Project Stress Index closed February at 100.4, reflecting a 2.1% decrease compared to January’s reading.

The February 2026 decline in the Project Stress Index was primarily driven by a 5.4% drop in bid date delays and a 1.5% reduction in on-hold activity. Meanwhile, abandonments edged up by 0.6%, following a significant decline in January.

Year-over-year, February’s reading is down 9.9%, with abandonment activity 20% lower than February 2025. Bid date delays also saw a 7.4% decrease, while on-hold activity rose slightly by 0.4% compared to the same period last year.

Sector Status Update 

While February recorded a modest uptick in public and private abandonment counts, both remain well below levels seen during the same period last year.

Considering the significant impact elevated abandonment activity had on the Project Stress Index in 2025, it’s notable that abandonment activity has remained relatively subdued in early 2026.

The Project Stress Index (PSI) composite represents an equal-weight measure of the seasonally adjusted level of preconstruction projects that have experienced a delayed bid date, been placed on hold, or abandoned in the last 30 days. The PSI only monitors nonresidential and multifamily projects in their preconstruction phases, thus excluding any single-family home construction. Each component has been seasonally adjusted and then indexed against its 2021 average weekly reading. The independent tracking of each status type gives unique insights into market changes’ timing, direction, and amplitude.
