A New York union training fund is opening a limited recruitment for 25 skilled construction labor apprentices, adding one more pipeline for new workers in the New York City region as contractors continue to watch labor availability closely.
The Joint Apprenticeship and Training Committee for LIUNA Local 731 will accept applications in person from June 30 through July 14 at the union’s training center at 14-29 112th St. in College Point, N.Y., from 7 a.m. to 3 p.m. on weekdays, excluding legal holidays.
The recruitment is limited to 100 applications on a first-come, first-served basis and will remain open for 10 business days or until that cap is reached. The state also noted that no applications will be available July 3 because the July 4 holiday is being observed that day.
Applicants must be at least 18 and hold a high school diploma or equivalent. They also must pass WorkKeys math and workplace documents assessments, have reliable transportation, and pass a sponsor-paid drug test after acceptance.
The top 50 applicants will complete a hands-on assessment that includes:
- Excavating by hand 11’ X 2’ X 2’ trench.
- Back filling the trench and compacting soil in 6” lifts using manually operated hand tempers.
- Using a wheelbarrow relocate 12 small railroad ties approx. 250’ and re-stack on pallet.
- Carrying two pieces of 10’ long OSHA grade scaffold planks approx. 250’ and placing on storage rack.
- Carrying two pieces of 10’ long #8 rebar approx. 250’ and placing on storage rack.

The move comes as the industry faces ongoing labor supply issues. New research from JLL Research indicated that the skilled trades shortage could cost the U.S. economy $1 trillion a year, with 2.1 million positions for electricians, HVAC technicians, plumbers, pipefitters, construction equipment operators, and maintenance workers projected to go unfilled by 2030.
