ElementUSA, a refiner of critical minerals and rare earths, has unveiled plans for an $850 million refinery project in St. James Parish, Louisiana. Although construction is slated to begin in approximately a year, the initiative has already secured significant support from both federal and state governments.
The development aligns with Louisiana's ongoing manufacturing construction surge, which is set to accelerate further in 2025. For contractors and developers monitoring the state's industrial sector, this project joins an already strong manufacturing pipeline.
Manufacturing construction in Louisiana has undergone a remarkable transformation in recent years. In 2022, a year that marked the national peak for manufacturing starts, the state achieved a record-breaking $11.4 billion in total manufacturing construction starts.
After experiencing a two-year post-peak slowdown, Louisiana's manufacturing starts surged to an unprecedented $17.7 billion in 2025. This dramatic growth has been driven by the rising prominence of liquefied natural gas projects and a broader reshoring trend that has funneled significant manufacturing investment into the state.
Looking ahead, construction activity is projected to dip slightly, by 3%, in 2026 from these record-setting levels, before rebounding with a 6% increase in 2027.
ElementUSA plans to leverage its proprietary processes to extract gallium, scandium, iron, and other critical materials from bauxite residue. These resources are deemed vital to national defense, prompting the U.S. Department of Defense (also referred to as the Department of War) to award the project nearly $30 million in funding.
Gallium and scandium have extensive applications in the defense sector, including use in sensors, advanced electronics, and material reinforcement. However, the U.S. currently lacks domestic production of these critical minerals, placing ElementUSA in a strategically significant position.
The importance of domestic production is underscored by China's dominance as the world’s leading producer of both gallium and scandium. In recent years, China has tightened export controls on these materials, even using them as leverage in response to U.S. tariffs imposed last year.
This geopolitical dynamic further highlights the urgency of establishing a reliable domestic supply chain.
The ElementUSA refinery is positioned at the intersection of manufacturing reshoring, federal efforts to secure domestic supply chains for defense-critical materials, and Louisiana’s rapidly growing construction market.
The project offers a near-term opportunity within a market that remains strong. Louisiana has seen significant growth in manufacturing activity in recent years, and forecasts suggest this momentum will remain in the near future.
