Cleveland Hopkins International Airport is advancing a $1.6 billion landside (public area) modernization program after hosting Industry Day 2.0 on Oct. 13, 2026.
The event connected contractors, consultants, suppliers and other potential project partners with airport officials to review upcoming work within the Terminal Modernization Development Program, or TMDP.
Officials from "Ohio’s busiest passenger airport", said the event covered construction packages, timelines, procurement processes and partnership opportunities in an industry day announcement.
What Does the $1.6 Billion Cleveland Hopkins Program Include
The airport’s first phase focuses on parking, roadways, ticketing, security and ground transportation facilities.
The program includes a $22.5 million Gold Lot that will add 1,600 parking spaces. The airport said the project will be followed by a $301 million parking garage with capacity for 6,000 vehicles, a ground transportation center and a Greater Cleveland Regional Transit Authority (RTA) station.
The airport also plans a new terminal headhouse with ticketing, baggage, security and passenger drop-off facilities. The project is estimated at $1.1 billion and is expected to be completed in 2032, according to the airport’s announcement.

What Procurement Work Is Coming Next at Cleveland Hopkins
Industry Day 2.0 provided updates on the next stages of the TMDP and future procurement opportunities. The airport’s industry day materials identify construction packages, project timelines and procurement processes as areas covered during the event.
The program’s consultant team includes Corgan, Connico, DVA Architecture, Robert P. Madison International, McGuiness Unlimited and Regency Construction Services, according to the airport.
The airport is developing the work in phases so passenger operations can continue during construction. The Gold Lot, parking garage and ground transportation center are planned before work begins on the site of the current Smart Parking Garage.
On July 1, 2026, Cleveland Hopkins Airport announced that it broke ground on the Gold Lot Parking Development Project, launching its multiyear Cleveland Hopkins Terminal Modernization Development Program.
The project, officials said, will add 1,600 parking spaces by late 2026 or early 2027 and prepare the site for a 6,000-space parking garage, Ground Transportation Center and relocated public transportation RTA station, all planned to open in 2029.
When Will Cleveland Hopkins Airside Expansion Begin
No start date has been announced for construction of replacement airside concourses ccording to the announcement. Airside is the secure area beyond security, including aircraft operations and boarding gates.
The current $1.6 billion estimate covers the landside portion of the modernization program, while future airside work remains subject to additional planning and airline funding approvals.
The airport’s current plans call for the new terminal headhouse and related landside improvements to be completed by 2032. The Cleveland Hopkins Terminal Modernization Development Program said it would continue to guide later work as project designs, funding and procurement packages advance.
