Virginia Gov. Abigail Spanberger signed a bill into law today making the Commonwealth’s Commission on School Construction and Modernization a permanent fixture, with the goal of fostering long-term planning for building and maintaining public schools across the state.
The commission is charged with assessing school facilities statewide, determining school construction and modernization funding needs, identifying financing options, and recommending best practices for local school divisions.
Another task of the commission is to create standardized construction designs and procurement practices while identifying cost-saving measures to reduce building and renovation expenses. All of that could mean greater consistency for builders, including a more predictable bidding environment and faster project delivery.
On their first day in office in January 2026, Gov. Spanberger issued an executive order establishing the commission. It was originally set to dissolve in July, before this law made it permanent. The bill passed unanimously in both Virginia’s House and Senate.
