All three stress indicators rose over the month, but the Index was mainly driven by a 43.5% increase in abandonments and on hold activity jumping 26.6%.
Despite the increase in the increase in the Index on a month-over-month basis, June’s figures look more favorable when compared to year ago levels.

The ConstructConnect Project Stress Index™ (PSI) closed June 2026 at 109.0, marking a 23.9% increase from May’s reading.
All three stress indicators rose over the month, but the Index was mainly driven by a 43.5% increase in abandonments and on hold activity jumping 26.6%. Bid date delays also rose, increasing a more modest 1.6% over the month.
Despite the increase in the increase in the Index on a month-over-month basis, June’s figures look more favorable when compared to year ago levels.
June 2025’s reading was the highest reading across the year, jumping to 135.7. Comparatively, the most recent Project Stress Index figure sits 19.7% lower, with all three stress indicators being below year-ago levels.

June figures showed growing stress across both sectors, with public projects faring noticeably worse. Energy and material prices have climbed following shipping disruptions through the Strait of Hormuz, meaning agencies and developers have faced higher costs, potentially moving cost-sensitive projects towards on hold and abandonment.

The Project Stress Index (PSI) composite represents an equal-weight measure of the seasonally adjusted level of preconstruction projects that have experienced a delayed bid date, been placed on hold, or abandoned in the last 30 days. The PSI only monitors nonresidential and multifamily projects in their preconstruction phases, thus excluding any single-family home construction. Each component has been seasonally adjusted and then indexed against its 2021 average weekly reading. The independent tracking of each status type gives unique insights into market changes’ timing, direction, and amplitude.
