A groundbreaking ceremony earlier this month has marked the next phase in a unique project in Dayton, Ohio. The Stratos Hilltop campus at Wright‑Patterson Air Force Base is a $250 million Enhanced Use Lease (EUL) deal, designed to spark collaboration between defense, education, and industry partners to advance national security. Local leaders say it is among the largest commercial development in Dayton’s history.
The project stems from a 50‑year EUL between the Department of the Air Force and developer Synergy Building Systems to transform more than 40 acres of unused land. Under the agreement, Synergy will construct and manage commercial office space while the Air Force gains long‑term, rent‑free workspace.
An EUL is a long-term agreement that lets the military lease base land not being used to private or public partners in exchange for money or other benefits, such as Stratos’ rent-free space, that support the base’s mission.
According to the Dayton Daily News, the first building at Stratos Hilltop will be a four‑story, 88,000‑square‑foot structure, with a companion “Stratos Valley” site planned less than two miles away. Together, the two sites are envisioned to ultimately support nine buildings across the 40 acres.
Regional partners have spent more than a decade advancing the project. The nearby City of Fairborn says it is supporting the campus with water, sanitary sewer, fire and EMS services, and building inspections, while the statewide JobsOhio program backed the effort with a $2 million grant to prepare speculative space for future defense‑focused tenants.
